Program Overview
The Disabled Veteran (DV) Parking Program offers complimentary parking to travelers who have qualifying DV or military specialty license plates issued by the State of Texas and are enrolled in the program.

The Disabled Veteran Parking Program offers complimentary to travelers who have qualifying DV or military specialty license plates issued by the State of Texas and are enrolled in the Program.
How do I enroll in the program?
To enroll, visit the airport’s Disabled Veteran Parking Program. website (https://www.elpasointernationalairport.com/parking-and-transportation/parking/disabled-veterans-parking/) and complete the enrollment form. Once approved, your license plate will be linked to the airport’s parking system, giving you access to program privileges and providing the seamless drive-in, drive-out access to all parking facilities.

What are the enrollment benefits?
Enrolled participants receive the following parking benefits:
- Short-Term Parking: Up to 5 complimentary days (a value of $85).
- Long-Term Parking: Up to 60 complimentary days.
Who is eligible for the Disabled Veteran & Military Plates Parking Program?
Eligible participants must enroll online or in person and meet the following requirements:
- Eligible participants must be the registered owner of the vehicle (includes spouse or surviving spouse, if listed on the vehicle registration) and be present at the time of validation.
- The vehicle must have a permanently affixed license plate with an approved DV or eligible military honors specialty plate, with current Texas motor vehicle registration.
- Valid driver’s license or Military ID card matching the name of the registered vehicle owner.
- Copy of the current vehicle registration renewal receipt.
- Completed Parking Validation Form, which will be auto-generated once the participant enrolls.
What if I don’t register in advance?
Participants must be fully enrolled before entering the parking lots to receive complimentary rates.
- Processing Time: Please allow five business days for enrollment.
- Timing: Wait for your approval notification before making a reservation.
- No Retroactive Discounts: If you are not enrolled at the time of entry, you must pay the standard posted rates. No refunds will be issued.
When does the new program take effect?
The Disabled Veteran Parking Program launches on April 8, 2026. Enrollment will be available starting on March 23, 2026.

What if I forget to register or I don’t know about the program? Will I be turned away?
No, veterans will not be turned away if they haven’t enrolled in the program. Members of the parking team are available to support enrollment, online or in-person. However, to receive complimentary parking, enrollment is required. Enrollment processing takes five business days, and participants are advised to wait until they receive notification of the approval or denial of their enrollment form before entering any ELP parking facility. Without enrollment, you’ll be charged the standard posted rates, refunds will not be granted.
What happens if I parked my vehicle at SAT before April 8, 2026, will I get charged for parking under the new program?
Vehicles parked at SAT prior to April 8, 2026 but exiting after the program is launched, will be eligible for complimentary parking not to exceed 60 days from date of entry. If their stay extends beyond 30 days they will be assessed parking fees based on posted parking rates.
Is the registered owner of the vehicle required to be present at time of validation?
Yes. The enrolled and registered owner of the vehicle must be present at the time of exit/validation. If the registered owner is not present at time of exit/validation, they will be required to pay posted rates, and privileges may be revoked for a minimum of one year.

Parking in a Handicapped Space
As of January 1, 2022, anyone parking in a disabled parking space must have a disabled person license plate or a disabled parking placard that features the International Symbol of Access (ISA).
