There is no charge for the use of the units; however, a customer must have a BLINK account. BLINK cards, which are activated online, are available for pickup and use by EPIA customers at the Airport’s dispatch office.
The City of El Paso received a $256,000 American Recovery and Reinvestment Act (ARRA) grant from the Texas State Energy Conservation Office (SECO), for installation of 32 stations throughout the City, including EPIA, City maintenance facilities, three Sun Metro transit terminals, the University of Texas at El Paso, and County annexes.
